Australia has a problem. It is called gambling. Gambling is a societal concern for politicians at all levels. There is the cost to the public versus the benefits from revenue. Many social clubs also have an interest in gambling. Gambling provides revenue for clubs to fund growth.
The strange thing about gambling in a society is that when times are good, people have enough money to go gambling. When times are tough, people have to go gambling to get by.
